The Government of India (GoI), Ministry of Electronics and Information Technology (MEITY), and the Ministry of Information and Broadcasting (MIB) jointly released the new IT Rules 2021, with significant impact on Intermediaries. The new rules impact OTT and digital media streaming services, online news outlets, social media and platforms, messaging services, among others. This project is a repository about the IT Rules and Intermediary Liability (IL) Guidelines, consisting of the following:

  1. Information you need to know to understand the IT Rules and IL Guidelines and their implications.
  2. Privacy Mode’s research report sent to MEITY on 22 May 2021 about the impact of IL Guidelines on social media, tech and publishing ecosystem.
  3. Case studies of tools and proceses that use Machine Learning (ML) and Artificial Intelligence (AI) for content scanning and content filtering; issues of ethics.
  4. Case studies from tech and publishing segments and ecosystems that are impacted by these Rules and Guidelines; operational challenges during implementation.

This repository’s goal is to produce toolkits and guides for:

  1. Product and data science teams to navigate operations challenges involved in content scanning and filtering under IL Guidelines.
  2. Legal and compliance teams.
  3. Engineering teams working with digital publishing platforms.
  4. Engineers who want to understand deeper issues of encryption and traceability.

Participate in this project:

  1. Attend meetings and events organized under the IT Rules and IL Guidelines project.
  2. Share content related to IL Guidelines and implementation challenges.
  3. Participate in the research on IT Rules and IL Guidelines.
