Css is one of the under rated code, that does not need modularisation, AND thats something i differ with and call it an oldskool thought. OOCSS and SMACSS is what i am looking at aid in helping you modularise and maintain the code over a long period of time, and have implemented on two of our projects.

We have implemented and burnt our hands with bad CSS and picking this up as an experience sharing session, and how to not tangle yourself up with use of !important and other not to use CSS things.
