The Election Commission of India is making several structural changes to election procedures with several experiments, pilots and amendments to laws like Aadhaar Voter ID linking, Online Voting Experiments, Remote Voting for Migrants. The new draft Bill for Amendments to Registration of Births and Deaths Act 1969 from Ministry of Home Affairs, suggests sharing all the National Population Registry to Election Commission of India. These procedures and changes will impact elections in India and democracy at large. Some of these experiments have already resulted in disenfranchisement, like in Telangana where Aadhaar Voter ID linking has resulted in mass deletion of voters.
There are several imaginations like One Nation One Election that are being proposed, Remote Voting for migrants is also a new construct that has to be looked into legally, technically on how to implement it. This discussion will focus on the origins of technology induced experimentation by Election Commission of India.
