Data is the new oil, power of digital technologies transforming consumer experiences (CX) - be it business / government. While the debates around data economy - be it personal data protection or non-personal data, largely looks at broader frame of privacy, digital rights, innovation, platform economy, digital soverignty, balance in data economy between state and corporate, data harms, role of AI / ML, the voices from the ground end consumer - citizen / consumer - in data economy is often under-discussed.

Digital Consumer Conference primarily aims to bring end user experiences / expectations / ‘customer delight’ / frustrations / approaches towards tech - from end users themselves. Documenting their day to day interactions with the systems, assesment of data policies, security, convinience, proposing systemic changes in the apps / platforms they use to make their / everyone’s lives easier / better.

Unlocking Digital Locker to understand personal data privacy

DigiLocker run by Ministry of Electronics and Information Technology, Govt of India is a personal data store that aggregates structured data documents from data issuers and allows individuals to access / share them to data requesters.

Besides government agencies ‘issuing’ data documents such Aadhaar, PAN, Drivers license, caste certificates among 450+ document types in machine friendly formats, digital locker also will be housing National Academic Depository, CoVID vaccination certificates and possibly extended to electronic health records with ‘Health Locker’.

The session aims to review DLTS framework, its handling of personal data, the reference implementation Digilocker and its APIs to inspect the privacy capabilities of the infrastructure through a study of technology architecture.
