Draft Vision Document for eCourts Phase III
Public Consultation on the eCommittee's draft Vision Document for the 3rd Phase of the eCourts Project
The eCommittee has been constituted by the Supreme Court of India to adopt and apply technology to make the justice delivery system more efficient. Since 2004 it has undertaken various measures to digitise the judicial system through the eCourts Project. In the first phase of its journey it worked towards procuring and installing hardware across 13,500 courts, network connectivity, digitising case records and installing case management systems among other initiatives. The second phase worked on creating digital services for citizens - like e-filing and e-payments - but this phase was executed in a manner where any changes to the technology would be expensive and result in significant disruption to existing services.
To overcome such challenges and build a system which is scalable, evolutionary and interoperable with other public systems - the eCommittee has set out a draft Vision for the third phase of the eCourts Project. The document represents a significant shift from previous approaches to digitisation of court infrastructure and creates opportunities for open data sharing between various actors and India’s justice delivery system. Aspects of this report include plans for a move towards an ‘ecosystem approach’ towards tech solutioning and the building of open digital infrastructure which could see the introduction of collaborative projects between the judiciary, academia, NGOs, etc.
The e-Committee, Supreme Court of India has called for comments, suggestions, and inputs on the draft vision document for its 3rd phase of the e-Courts Project from all its stakeholders to refine and plan the implementation of the next phase of the e-Courts Project.
